"Refugee recruitment is not a characteristic of all rebel settlements in all urban centres, regardless of how provoking the context. Certain characteristics of urban milieus will have a relative edge when it comes to offering opportunities for exposure and coordination among the three groups- rebels, refugees, and ethnic kin. This study seeks to implicate agency for urban settings and view them as "co-producers" of refugee recruitment operations.
