Abstract

In 2010-16, multilateralism underwent renewed procedural experimentation, with attempts to foster transparency, participation, and more substantive talks. This was also a time when a seemingly ascendant Global South became more assertive on its demands for greater representation in global governance. This dissertation asks: 1) why did these experiments occur how and when they did? 2) to what extent and how were preexisting reformist political projects influential on and enacted by such events?
