Abstract
International law derives much of its power from its socio-cultural environment, as actors justify their conduct with reference to international legal rules. With leaders such as Donald Trump or Vladimir Putin, whose justifications of their actions are often scarcely believable, a new conceptual framework with a focus on plausibility may be required.
