The preliminary thesis argues that the tools offered by the traditional state-centric and hierarchical vision of international law are insufficient to protect democratic processes from Information Warfare campaigns delivered by the horizontal networks of the Global Information Flows. It presents the methodology to ascertain whether and how Global Administrative Law (GAL) can be used as a platform to design an ICANN-like body to govern the Global Information Flows and counter Information Warfare.
