Abstract

The research so far shows little involvement and benefits for Arab countries from the WTO rules. We would argue two Arab regional groupings: Gulf Cooperation Council and Agadir agreement could benefit from the WTO Trade Facilitation Agreement to integrate further and diversify exports. Complementing this with some "WTO plus" and "WTO X" rules as in the case of GATS or NTMs could enhance this dynamic. The research aims at assessing the problems of weak engagement with WTO and of lower regional integration and propose an agenda for trade reform in the Arab region starting with GCC and Agadir countries."
