Abstract

The countries of South Eastern Europe will eventually become members of the European Union. For that to happen, the external and internal institutions of SEE will need to come into alignment with those of Europe (and vice versa). The external institutions refer to the political, social and economic institutions that structure the interaction and relationships within the South Eastern European societies and their place within the EU. External institutions primarily change through political and economic reforms. The internal institutions refer to the "mental institutions", or wold views, cultural attitudes and values, within the minds of the people of SEE. Much has been written about the process of external integration and some about the process of internal integration. But there is a general lack of discussion of how these external and internal processes can and should function together in a mutually reinforcing way. This dissertation seeks to fill this gap
