Abstract

This dissertation seeks to clarify implementation of participation of global development policy formation in a case study of two NGO Collaborative Entities (NGOCEs). Through exploration of a relatively new field of activity the author calls the "global relations of development", the concept of participation within a global context is analyzed. The relational interaction between Institutions serving as Multilateral Focal Organizations for specific NGOCEs is a primary concern of this dissertation. It analyzes the role and internal functioning of NGOCEs to illustrate the existing imperative at a world level for their formal integration, as the "voice of the people", into the institutional framework of global development relations

The author recommends establishment of a permanent but autonomous entity to support and facilitate the role of NGOCEs within the arenas of global development policy formation, as key "interlocuteurs" with MLIs and as the leading advocates on behalf of a nascent "Global Civil Society"
