Abstract

This chapter discusses potential non-use measures for deep-seabed mining on the international seabed, such as a moratorium, precautionary pause, or ban. With seabed mining having become a contested topic, a growing number of states, scientists, companies, and other actors have been calling for a moratorium on, or other type of delay of, seabed mining. This chapter unpacks these calls by discussing the differences in the types of potential non-use measures that could be adopted, such as a moratorium, precautionary pause, or ban. The chapter offers an analysis of the potential aims, scope, and implications of such non-use measures, while also discussing some challenges to their successful implementation and enforcement.
