The sanctions imposed on Russia after its invasion of Ukraine have resulted in new forms of cross-border collaboration among Russia’s adversaries, and the sanctions have been accompanied by a voluntary boycott of Russia by more than 1,000 international companies. In return, Moscow has a broad range of retaliatory measures in its disposal to use against the West, from cyberattacks and disinformation to the disruption of energy supplies.
