Abstract

From Apple and Google to small teams of coders, numerous groups around the world are developing Covid apps. Besides helping governments fight the virus, these apps also offer the potential for mass surveillance and violations of privacy on a very large scale. Moreover, the apps and the technology behind them will in all likelihood live on once the crisis is over, recasting the rules of the political game in the longer term.
