My thesis examines ISIS's state-building project and rebel governance in its Syrian and Iraqi territory between 2014-2017. Drawing on contemporary debates in the rebel governance, state-building and Political Islam literatures, I aim to answer four specific research objectives related to ISIS's provincial governing effectiveness, use of symbolic processes and adoption of its state-building model
