Abstract

This PHD reviews the work of the WTO Committee on Trade and Environment and the work outputs that have been generated throughout its 21 years of its existence, and utilizes three theoretical frameworks to aid the analysis and appreciation of the processes and seeming paucity of new rules for trade and environment governance. The work also examines the coherence / conflict dilemma arising from the committee’s tradedevelopment- environment triple-win mandate in the market access area. The research emphasizes the IL-IR dynamic of environmental rule-making and environmental governance that requires a balancing of the three competing frameworks of singular global governance, increased expert and professional bureaucracy, or more community-based localized solutions and multi-faceted institution-building.
